Dutch Hospital Association (NVZ): Issue thinking and behavioral change

In mid-2017, the Dutch Association of Hospitals (NVZ) asked The Issuemakers to advise on the Acceleration Program for Information Exchange between Patient and Professional (VIPP). A 3-year process, which on the one hand concerns making digital information exchange technically possible in hospitals (through patient portals and personal health environments) and where, on the other hand, behavioral change is of great importance. Because doctors and patients will eventually have to do it; digitally exchange information. The Issuemakers advises in particular on that last part: how can NVZ achieve behavioral change among both doctors and patients through issue thinking and stimulate digital information exchange? For this we use a frame in the form of a verb: 'DUPPen', which stands for 'Digital Exchange between Patient and Professional'. The starting point is to make digital information exchange more accessible and to promote use by showing that it is a normal action in the healthcare process: DUPPing, just as normal as debit card and app.

Everyone should be able to DUP, the hospitals believe, as part of the government and healthcare sector's efforts to give patients more control over their health. In order to be able to think about their own health and treatment plan, it is necessary that people have the correct information, such as from a hospital file (EPD). Digital exchange ensures that an appointment is no longer necessary for every question, or waiting until the next working day to call, according to the NVZ. “It's just like going to the bank or booking a holiday,” says Vincent Buitendijk, director of Libra Rehabilitation & Audiology, “we do all that online these days because it's so much easier and faster. Duping with your doctor will soon become an indispensable part of society.”
